Cécile Rap-Veber holds a Master's 2 in Contract Law and International Private Law, as well as the Certificat d'aptitude à la profession d'avocat (Capa) from the Paris Bar.
A lawyer at the Paris Court of Appeal, she joined Universal Music France in 2000 as Director of Legal & Business Affairs, then Director of Universal Music Consulting & Content (UMCC) until 2013.
She joined Sacem in 2013 as Director of Licensing, member of the Executive Committee. In 2016, her responsibilities were extended to International, in 2019 to Operations and in 2020 to Development.
In these different roles, she was in charge of negotiations and collections relating to media, phonographic and videographic supports, digital exploitations, private copy and international. She oversees the management of Sacem's repertoire and the distribution of royalties collected for the exploitation of works in Sacem's repertoire in France and abroad. She was also responsible for the development and management of online mandates brought to Sacem by Anglo-American publishers including UMPG, Wixen, Impel and Wise Music, and initiated and supervised the deployment of the worldwide digital data processing and BI platform known as "URights".
Cécile Rap-Veber is also Managing Director of the Société pour l'administration du droit de reproduction mécanique (SDRM) and was Chairwoman of the Board of Copie France from 2022 to 2024, before becoming Vice-Chairwoman between 2020 and 2022 and since July 2024. She is also President of the Fonds Culturel Franco-Américain (FCFA), and a member of the Board of Directors of Cisac (International Confederation of Societies of Authors and Composers) and the Centre National de la Musique.
In October 2021, Cécile Rap-Veber was appointed Managing Director of Sacem.
