Tom is an expert in policy, strategy and campaigning for the music and creative industries.

Tom spearheaded UK Music's engagement with political leaders in the run-up to the 2024 General Election and has worked in Parliament, with government and in public affairs for over two decades.

Tom was one of the architects of the Live Music Act, designed to deregulate live music performances from entertainment licensing, and ensured its passage through Parliament while working in the House of Lords.

At UK Music, Tom went on to coordinate the successful parliamentary campaign to introduce the agent of change principle to protect music venues. More recently, he has played a leading role in responding to the challenges posed by the pandemic, the impact of leaving the EU and the growth of AI.

Tom has also played a key role in major copyright policy debates. In particular, he campaigned in support of music rights in the Copyright Directive and organized a successful industry-wide judicial review of the coalition government's plans to introduce a copyright exception for private copying without fair compensation.

Tom joined UK Music in 2012 as Director of Government and Public Affairs. Prior to this, Tom worked in the Houses of Parliament for 11 years as an advisor and researcher in the Whips Office, both in government and opposition.

In 2018, Tom was promoted to Deputy Managing Director and Director of Public Affairs. In this role, Tom retained oversight of all UK Music public affairs activities, as well as a deputy managing director role.
