The main mission of the Ministry of Culture is "to make the most important works of humanity, and first and foremost of France, accessible to as many people as possible". Within the General Directorate for Media and Cultural Industries, it defines, implements and evaluates State policy in favor of the development and pluralism of the media, the music industry, books and reading, and the cultural economy. Within its sphere of competence, it participates in State policy to promote the development of electronic public communication services and the advertising industry.
